India, Sri Lanka & UAE to Develop Trincomalee Energy Hub

India, Sri Lanka, and the United Arab Emirates (UAE) have signed an important agreement to develop Trincomalee, a city on the northeastern coast of Sri Lanka, into a big energy hub. This agreement is called a Memorandum of Understanding (MoU), and it was signed in Colombo, the capital of Sri Lanka.

The MoU was exchanged in the presence of Indian Prime Minister Narendra Modi and Sri Lankan President Dissanayake. It was officially signed by Sri Lanka’s Energy Secretary, India’s Foreign Secretary, and the UAE Ambassador to Sri Lanka.

What’s the Plan?

As part of this partnership, India and Sri Lanka will start building a solar power plant together in a place called Sampur. The groundbreaking ceremony for the solar plant was done virtually by PM Modi and President Dissanayake.

Why Trincomalee is So Important

Trincomalee Harbour is one of the biggest and deepest natural harbours in the world. It’s located in Trincomalee Bay (earlier known as Koddiyar Bay) and is very close to Chennai, India. This makes it a key location for trade and security.

The port already has important facilities like:

• An oil terminal run by Lanka IOC

• A cement factory by Tokyo Cement

• A grain terminal for a flour mill

• A tea export terminal

Because it is so deep (about 40 meters), the harbour can handle large ships like warships and aircraft carriers. It also has old underground storage areas for ammunition and 99 oil tanks built during World War II—some of which are already being repaired and reused.

Historical Background

Trincomalee has always been an important location for many powerful countries. In the past, the Portuguese, Dutch, French, and British all tried to control it. During World War II, in 1942, the Japanese navy attacked Trincomalee and sank three British warships.

Later, Trincomalee became one of the biggest British naval bases in the region. Even after Sri Lanka became independent in 1948, the British didn’t give up the base right away. They finally returned the naval base and oil tanks to the Sri Lankan government in 1957.

In 1987, India also got involved when it signed the Indo-Sri Lanka Accord (ISLA), which gave India partial control over the oil tank farms in Trincomalee.

Why This Matters Now

This new agreement shows that India is working to become stronger in the Indian Ocean Region. By teaming up with Sri Lanka and UAE, India is focusing on clean energy, safer seas, and better regional cooperation. Trincomalee is also seen as a way to balance the growing Chinese influence in nearby ports, like the one in Hambantota, Sri Lanka.

In short, this partnership is a big step towards creating a shared future in clean energy and regional security, with Trincomalee playing a central role.
