A political consultant, Steven Kramer, finds himself in a legal quagmire following a scheme involving AI-generated robocalls impersonating President Joe Biden during New Hampshire's presidential primary. The Federal Communications Commission (FCC) has slapped Kramer with a hefty $6 million fine, marking the first instance of such a penalty involving generative AI technology. Additionally, Lingo Telecom, the company implicated in transmitting the calls, faces a $2 million fine.
Kramer's ploy involved bombarding voters with AI-generated messages, mimicking Biden's voice and urging them not to participate in the primary, falsely suggesting it would affect their ability to vote in November's general election. This move not only raised eyebrows but also landed Kramer in hot water, facing over two dozen charges, including felonies and misdemeanors, under New Hampshire law for attempting to deter voters with misleading information and misrepresenting himself as a candidate.

New Hampshire's Attorney General, John Formella, emphasized the state's commitment to safeguarding elections from unlawful interference, echoing the sentiments of federal regulators in combating harmful robocalls and voter suppression tactics. On the flip side, Lingo Telecom vehemently opposes the FCC's actions, denouncing them as an attempt to enforce new rules retroactively and asserting its compliance with all regulatory obligations.
The repercussions of Kramer's actions reverberate beyond legal sanctions. Kathy Sullivan, a former state Democratic Party chair whose personal cellphone number was falsely used in the robocalls, hopes this ordeal serves as a deterrent against future attempts to manipulate elections. However, Kramer remains defiant, maintaining that his intentions were noble, aiming to highlight the potential dangers of AI, albeit through a misguided method.
