Dubai, UAE – His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, attended the graduation ceremony of 244 participants from 33 countries. These graduates completed 11 international government leadership programs, organized by the UAE Government. This initiative reflects the UAE’s commitment to strengthening global partnerships through the UAE Government Knowledge Exchange Programme.
The ceremony took place during the World Governments Summit (WGS) 2025, which is being held under the theme ‘Shaping Future Governments.’ The summit, happening in Dubai from February 11 to 13, 2025, brings together over 30 heads of state and government, more than 80 international organizations, 140 government delegations, and over 6,000 attendees.

His Highness Sheikh Mohammed bin Rashid spoke about the significance of the summit, emphasizing that it serves as a global platform for shaping the future of governance and driving the prosperity of nations. He highlighted the UAE’s belief that the future is a shared responsibility and a common ambition that unites humanity.
“The World Governments Summit is a place where countries work together to improve governance and ensure a better future. Strengthening international cooperation and building strategic partnerships help governments prepare for future challenges and take advantage of new opportunities. This teamwork is essential for human progress and making life better for the coming generations,” Sheikh Mohammed said.
He also expressed pride in the UAE Government Knowledge Exchange Programme, which was first introduced at the World Governments Summit and has since expanded its influence across different continents. “Today, we see the real results of these collaborations with the graduation of skilled government leaders from 33 countries,” he added.
Sheikh Mohammed further stated that the UAE aims to increase the reach and impact of these programs, reinforcing its position as a global leader in fostering international partnerships. “By sharing best practices and expertise, we want to support governments worldwide in adopting innovative ideas that help build a better future for all,” he said.
The graduation ceremony was also attended by His Excellency Abdulla Nasser Lootah, Deputy Minister of Cabinet Affairs for Competitiveness and Knowledge Exchange.
Graduation of Distinguished Leaders
The event celebrated the achievements of various international government leadership programs, including:
Global Government Leadership Programme: The second cohort graduated, with 28 participants completing the program. This initiative was created through a collaboration between the Mohammed Bin Rashid Centre for Leadership Development (MBRCLD) and the Government Experience Exchange Programme.
Executive Leadership Programme of the Government of Bermuda: 17 participants graduated.
Senior Executive Leadership Programme of the Government of Malta: 24 participants completed the program.
Kyrgyzstan Young Leaders Programme: 25 participants graduated.
Executive Leadership Programme of the Government of Seychelles: 28 participants graduated as part of the second cohort.
Executive Leaders Programme of the Government of Kazakhstan: 21 participants successfully completed the first cohort.
Executive Leadership Programme of the Government of Maldives: 30 participants graduated from the first cohort.
Executive Leadership Programme of the Government of Ethiopia: 22 participants completed the first cohort.
Executive Leadership Programme of the Government of Brunei: 27 participants graduated.
Strategic Leadership Programme of Uzbekistan: Six participants successfully completed their training.
Executive Leadership Programme of Colombia: 16 participants graduated.
This special event highlighted the UAE’s ongoing efforts to empower government officials from different countries by providing them with leadership training and strategic guidance. The UAE remains committed to fostering innovation and cooperation among governments worldwide, ensuring a brighter and more prosperous future for all.
