In a significant diplomatic gesture, President Mohamed Muizzu of the Maldives arrived in New Delhi for his inaugural bilateral visit, emphasizing his country’s commitment to safeguarding India's security interests. Speaking to a national English daily, he characterized India as a “valued partner and friend,” and stressed that cooperation in various sectors, including defense, would remain a top priority for his administration.
Mr. Muizzu, who has been perceived by some observers as a leader leaning towards China due to his campaign platform advocating an 'India Out' agenda, clarified that the Maldives' relationship with India is founded on mutual respect and shared interests. He highlighted India's role as one of the Maldives' largest trade and development partners, indicating a nuanced approach to foreign policy that seeks to balance relationships without compromising national security.

During the visit, which includes a meeting with Prime Minister Narendra Modi, Mr. Muizzu reassured that the Maldives would not engage in actions that could undermine India’s security. “While we enhance cooperation with other countries in various sectors, we remain committed to ensuring our actions do not compromise the security and stability of our region,” he stated in an interview.
Although he did not directly name China, Mr. Muizzu underscored the importance of diversifying the Maldives’ international relations to reduce over-reliance on any single nation. He articulated his 'Maldives First' policy, emphasizing the need for diverse international collaborations that would not jeopardize Indian interests. “Respect for our neighbors and friends is embedded in our DNA,” he noted, extending an invitation for Indian tourists to return to the Maldives, acknowledging their positive contribution to the local economy.
The backdrop of Mr. Muizzu's visit includes a recent diplomatic strain, which was exacerbated by comments made by three Maldivian ministers regarding Prime Minister Modi. Following a controversial social media post referencing Lakshadweep as an alternative tourist destination, the Maldivian Foreign Ministry distanced itself from the remarks, leading to the suspension of the ministers involved. Two of them resigned in the wake of these events as the bilateral visit was being organized.
In a notable shift in military policy, the Maldives had previously requested the removal of 90 Indian military personnel stationed on aviation platforms gifted by India, which raised concerns in New Delhi. The request was accepted, and the military personnel were replaced with "competent technical" staff. This development was viewed as part of Mr. Muizzu’s electoral promises to address the 'India Out' sentiment among some segments of the Maldivian populace.
Addressing the diplomatic complexities, President Muizzu maintained that he was acting in accordance with the wishes of the Maldivian people while reiterating the importance of India as a crucial partner for regional stability. “This historic relationship is intertwined like the roots of a tree, built on centuries of exchange and shared values. The relationship between the Maldives and India has always been strong,” he emphasized.
Moreover, he reiterated his administration's stance against foreign military presence on Maldivian soil, stating, “The people of Maldives do not want a single foreign soldier in the country.” This declaration was part of his effort to clarify any misunderstandings regarding his administration's policies and intentions.
In discussions of bilateral projects, Mr. Muizzu acknowledged the ongoing India-assisted infrastructure initiatives, including the Greater Male Connectivity project and water and sewage facilities for 28 islands across the archipelago. These projects have been vital for the Maldives and represent the deepening ties that have characterized the relationship under previous administrations, notably during the presidency of Ibrahim Mohamed Solih.
As the Maldives continues to navigate its position in the Indian Ocean region, President Muizzu's visit signals a potential thaw in relations with India, laying the groundwork for future cooperation amid a complex geopolitical landscape.
