Govt Orders States to Report Every 2 Hours After Kolkata Doctor Rape Protest

In response to the escalating protests by doctors, nursing staff, and other healthcare professionals over the alleged rape and murder of a postgraduate trainee doctor at RG Kar Medical College and Hospital in Kolkata, the Union Home Ministry has mandated that all state police forces submit situation reports every two hours. This directive aims to monitor and manage the law and order situation amidst the ongoing unrest.

The Home Ministry’s communication to state police forces specified that updates on the law and order situation should be sent to the Ministry of Home Affairs (MHA) control room in New Delhi via fax, email, or WhatsApp starting from 4:00 p.m. on Friday. The move comes in the wake of widespread protests and demonstrations, following the tragic incident on August 9, when a postgraduate trainee doctor was allegedly raped and murdered while on duty at RG Kar Medical College and Hospital.

The alleged crime has sparked nationwide outrage and demonstrations from the medical community, calling for enhanced protection for healthcare workers and stringent measures against violence in hospitals. The Calcutta High Court has transferred the case to the Central Bureau of Investigation (CBI) for further investigation, with a civic volunteer from the Kolkata Police being arrested in connection with the crime.

The protests have led to significant disruptions in healthcare services across the country, with medical staff demanding a central law to address violence against healthcare personnel and to designate hospitals as safe zones with mandatory security measures.

On Wednesday, during a late-night protest by women against the rape-murder incident, a group of individuals entered the RG Kar Medical College premises and vandalized parts of the hospital. This led to further unrest and necessitated the intervention of security personnel to disperse the crowd.

In response to the ongoing unrest, Kolkata Police have imposed Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (formerly Section 144 of the CrPC), around the RG Kar Medical College and Hospital. This restriction, effective for seven days starting Sunday, aims to prevent further disturbances and ensure the safety of the medical facility and its staff.
