Expo City Dubai has officially advanced its collaboration with the Royal Institution of Chartered Surveyors (RICS) through a strategic agreement that designates Expo City as the first developer in the UAE to implement RICS' acclaimed Whole Life Carbon Assessment (WLCA). This framework is crucial for enabling consistent and precise carbon measurement within the built environment, promoting informed decision-making and enhancing sustainability across the sector.
The partnership aims to foster a more sustainable built environment in the UAE, with plans for joint training and development sessions, workshops, and various educational courses focused on the WLCA framework. These initiatives are designed to upskill industry professionals and integrate sustainable practices into their operations.

The agreement was formalized by Ahmed Al Khatib, Chief Development and Delivery Officer of Expo City Dubai, and Belinda Howell, Executive Director for the Middle East & Africa at RICS. Representatives from the Emirates Green Building Council were also present at the signing ceremony.
This strategic collaboration aligns with the recent announcement of Expo City Dubai's new master plan, which covers an area of 3.5 square kilometers. The development is expected to accommodate around 35,000 residents and 40,000 professionals, evolving into a global hub for businesses, investors, homeowners, and visitors who are committed to a sustainable future.
Ahmed Al Khatib emphasized the significant role that Expo City Dubai plays in ensuring Dubai’s long-term prosperity. He stated, “We have always been committed to meeting that need responsibly, with a decarbonisation roadmap and sustainability initiatives that ensure we work with—not against—our environment. Our partnership with RICS enables that commitment, and the training and development opportunities reflect our belief in the importance of knowledge-sharing for the benefit of the whole built environment sector in the UAE, supporting the nation’s journey to net zero by 2050.”
Tina Paillet, President of RICS, expressed her enthusiasm for the partnership, noting, “This partnership is excellent news, and I am proud to have played a small part in initiating this when I met with the leadership of Expo City Dubai during COP28 last year. This agreement signifies the growing collaboration between RICS as a global professional body and Expo City Dubai as a world-leading development. Together, we look to serve as a beacon for advanced sustainability practices and technologies in the built environment. It is wonderful to witness this budding partnership reach fruition during my Presidency.”
Expo City Dubai is identified as one of five key hubs within the 2040 Dubai Urban Master Plan and plays a pivotal role in the delivery of the Dubai Economic Agenda D33, which aims to double the size of the emirate’s economy by 2033. A significant part of this growth will come from the accelerated development of the Dubai South area, positioning the emirate as a premier global hub for trade, investment, business, and tourism.
The new master plan establishes Expo City Dubai as a central connector between essential enablers of Dubai’s economic ambitions, encompassing critical sectors such as trade and logistics, technology and innovation, tourism, business, and events. This collaborative effort signals a strong commitment to sustainability and economic growth as the UAE moves towards its ambitious goals for the future.
