DIEZ Launches Strategic HR Plan Centered on Five Key Pillars for Growth

The Dubai Integrated Economic Zones Authority (DIEZ) has officially launched its strategic human resources (HR) plan for 2024-2026, marking a pivotal step in the development of a robust HR framework. This comprehensive plan aims to foster a work environment that not only enhances the performance of personnel but also bolsters employee loyalty and retention within DIEZ and its affiliated economic zones.

Aligned with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the strategic HR plan aims to elevate Dubai’s standing among the top three cities globally for quality of life. The focus is on improving government operations and systems to enhance living standards for residents.

The HR strategy is built on five core pillars:

  1. Investment in Staff: Prioritizing the development of employees through training and career advancement opportunities.
  2. Creating an Optimal Work Environment: Cultivating a workplace that promotes productivity and satisfaction.
  3. Increasing Emiratization: Committing to higher rates of Emirati employment and leadership roles within the authority.
  4. Adoption of Advanced Systems: Implementing the latest technologies to streamline HR processes.
  5. Leveraging Human Resources as Business Developers: Positioning HR as a critical function that drives organizational growth.

These initiatives aim to accelerate operations, improve client support, enhance economic efficiency, and integrate modern technologies, thereby creating a dynamic, flexible work environment that meets the evolving demands of the future job market.

Commitment to Innovation

Yousuf Behzad, the Chief People & Organizational Development Officer at DIEZ, emphasized the organization’s commitment to fostering a flexible work culture that aligns with the increasing integration of artificial intelligence (AI) technologies. "We are focused on identifying human resource requirements to ensure that we meet the future demands of jobs," he stated. Behzad highlighted that implementing AI within the HR department is a priority to enhance the quality and efficiency of government services. This approach allows UAE talent to realize their full potential through ongoing support, training programs, and skill development.

With the strategic plan's launch, DIEZ aims to align with Dubai’s Quality of Life Strategy for 2033, endorsed by His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai. The goal is to boost employee satisfaction through innovative strategies that develop human capital and attract both local talent and global innovators. This commitment is designed to enhance both community and workplace well-being, ensuring professional growth for employees while establishing DIEZ and its economic zones as some of the premier workplaces in Dubai.

Focus on Emiratization

Emiratization is a strategic priority for DIEZ, which aims to bolster the workforce of UAE nationals within its authority and economic zones. The initiative includes preparing Emiratis for leadership and senior positions, currently enjoying an impressive Emiratization rate of 88%. Over the past two years, DIEZ has successfully hired more than 40 Emirati talents across various departments, demonstrating its commitment to offering significant career opportunities and development pathways for UAE nationals. Additionally, in 2024, DIEZ achieved an outstanding 98% employee retention rate, reflecting the quality of its work environment.

Innovative Initiatives

The strategic HR plan outlines various initiatives designed to achieve key objectives, such as improving client service processes, enhancing financial efficiency, and continuously incorporating cutting-edge technologies in business support services. Among these initiatives are the launch of an employee entrepreneurship program, a youth skills and leadership development program, an Emirati graduate program, and a national talent attraction and capability development program. There will also be a focus on promoting the physical and mental health of employees.

Participation in Prestigious Programs

DIEZ has successfully facilitated employee participation in several esteemed training and development programs within both the public and private sectors, such as the Government Accelerators Diploma and the Dubai Future Experts Program. These programs are aimed at fostering professional growth and enhancing the skill sets of employees.

Furthermore, DIEZ is keen on collaborating with educational institutions, having recently partnered with the Rochester Institute of Technology (RIT) in Dubai. This strategic alliance aims to implement joint research initiatives and provide internships for university students at DIEZ. The partnership also includes sponsoring DIEZ employees pursuing advanced degrees at the university, as well as offering preferential tuition rates for educational programs for both employees and companies within its economic zones.

Emphasizing Digital Transformation

DIEZ has recently introduced various initiatives to leverage technological advancements for improving employee efficiency and productivity. One of these initiatives includes the implementation of Microsoft 365 Copilot within its operations, aiming to drive innovation and facilitate digital transformation. The tools introduced are intended to streamline processes across DIEZ and its economic zones, enhancing operational efficiency and boosting productivity.

Additionally, DIEZ is set to launch a digital assistant platform that integrates multiple applications to support daily operations, including content creation and communication. By utilizing AI and machine learning, this platform aims to deliver precise, data-driven results.

DIEZ comprises three established free zones: Dubai Airport Free Zone, Dubai Silicon Oasis, and Dubai CommerCity. Through an integrated approach among these zones, DIEZ seeks to strengthen its contribution to the national economy and develop an ecosystem that supports various strategic sectors, ultimately enhancing the competitive capabilities of Dubai.
