The Emirates Water and Electricity Company (EWEC) has announced a major step in the UAE’s energy journey by inviting bids for one of its most ambitious projects yet — the Al Nouf Independent Power Producer (IPP) project. This will be the largest single-site, carbon-capture-ready Combined Cycle Gas Turbine (CCGT) power plant in the country.
A Strategic Location for a Strategic Goal
The plant will be built in the newly developed Al Nouf Complex, a coastal site carefully chosen to serve as a central hub for both power generation and water production in the Emirate of Abu Dhabi. Its location is not random — the area has been selected for its ability to support seawater-cooled power plants and reverse osmosis (RO) desalination units.
By placing energy and water production facilities side by side, the UAE will gain a more reliable and efficient system. The site is also designed with the future in mind. It has enough space and infrastructure to host more large-scale power and desalination projects in the coming decades, making it a long-term investment in national energy security.

Why Al Nouf Matters
Al Nouf will be a state-of-the-art facility designed for world-class efficiency, operational flexibility, and reduced emissions. This is directly in line with the UAE’s Net Zero by 2050 Strategic Initiative.
The plant will use advanced gas turbine technology to provide up to 3.3 gigawatts of electricity — enough to power hundreds of thousands of homes and businesses. The system will be flexible enough to support the integration of large-scale renewable energy, like solar and wind, into the national grid.
Balancing Renewable Energy with Reliability
While renewable energy is the future, it can sometimes be unpredictable. The sun doesn’t shine at night, and wind conditions change. That’s where plants like Al Nouf come in.
Flexible and high-efficiency natural gas plants can quickly adjust their output to meet demand when renewable sources aren’t producing enough. This ensures that the country always has a reliable supply of electricity, even during peak demand periods.
EWEC’s CEO, Ahmed Ali Alshamsi, explained it clearly: “The development of Al Nouf power plant is a key component of EWEC’s long-term strategy to deliver a flexible, efficient, and decarbonised energy system. As we accelerate the integration of renewable and clean energy into the grid, advanced natural gas-fired capacity will play an essential role in ensuring system reliability and balancing intermittency.”
Supporting UAE’s Workforce
This project will not only help the environment and economy — it will also support people. As part of the UAE’s IPP programme, the Al Nouf project will contribute to Emiratisation goals by giving UAE Nationals important roles in its planning, construction, and operation.
This will create opportunities for local talent to work on a large-scale, technologically advanced infrastructure project, boosting skills and career growth for the nation’s workforce.
How the Project Will Work
Under the IPP model, developers will enter into a long-term agreement with EWEC, which will be the sole buyer of the electricity produced. The developer or a group of developers will own up to 40% of the company that runs Al Nouf, while the rest will be indirectly owned by the Abu Dhabi Government.
The responsibilities will include:
Development – turning the design into reality
Financing – arranging the money needed for construction
Construction – building the plant to the required specifications
Operation and Maintenance – keeping the plant running smoothly for decades
Ownership – holding a stake in the project and sharing in its success
The plant is expected to start commercial operations in Q3 2029.
Early Planning for Faster Results
One of the smart moves EWEC has already made is reserving gas turbines for the project before construction even starts. This proactive step means that once a developer is selected, there will be no delays waiting for these critical components to be manufactured and shipped.
This early preparation will help ensure that the project stays on track and is ready to meet the growing power needs of Abu Dhabi and the wider UAE.
Encouraging Innovation
The Request for Proposals (RFP) sent to potential developers includes detailed technical and performance requirements. It even encourages the use of Artificial Intelligence (AI) to improve efficiency, performance, and maintenance.
Some of the technologies expected to be used include:
Digital Twinning – creating a virtual model of the plant to simulate and improve performance before making real-world changes.
Advanced Monitoring Systems – using real-time data to track operations and predict maintenance needs before problems occur.
AI-based Predictive Maintenance – reducing downtime by identifying issues before they cause failures.
This shows that Al Nouf will not just be a big plant — it will also be a smart plant.
Part of a Bigger Plan
The UAE is moving towards a cleaner and more sustainable energy system. EWEC’s strategy is to combine renewable energy sources like solar and nuclear with high-efficiency, low-emission natural gas plants that can provide backup power when needed.
By building projects like Al Nouf, the country can ensure that:
Power supply remains stable, even when renewable sources vary
Emissions are reduced compared to older, less efficient plants
The economy grows without compromising environmental goals
National talent is developed through large-scale, high-tech projects
The Road Ahead
The bidding process for Al Nouf is now open, with developers expected to submit their proposals by Q4 2025. Once a developer is selected and agreements are signed, construction will begin, leading to the plant’s opening in 2029.
In the meantime, EWEC will continue working on other energy and water projects across the UAE, each contributing to the country’s goal of becoming a global leader in clean, efficient, and reliable energy production.
