Dubai To Shift Entire Aviation Operations To DWC By 2032

Dubai is preparing for a major transformation in its aviation sector. With Dubai International Airport (DXB) approaching its full capacity, the city is getting ready to shift its entire airport operations to a newer, much larger facility—Dubai World Central (DWC), also known as Al Maktoum International Airport. This big move is not just an idea, it’s a confirmed plan, and it’s expected to be fully complete by the year 2032.

Why Dubai Needs a New Airport

Dubai International Airport (DXB) is currently the busiest airport in the world for international passengers. Every day, thousands of people travel through it. According to Paul Griffiths, the CEO of Dubai Airports, DXB is close to reaching its maximum capacity.

Even though new technology and improvements have helped the airport handle more passengers over the years, there is a limit to how much more it can grow. Griffiths explained that the airport can probably handle between 110 to 115 million passengers at most. Beyond that, it will be too full, and it won’t be possible to manage more people safely or efficiently.

This is where Dubai World Central (DWC) comes in. It is already functioning, but it’s much smaller than what Dubai has planned for it in the future. The long-term plan is to make DWC the largest airport in the world, with the ability to manage up to 260 million passengers every year.

A Confirmed Plan: Transition By 2032

Griffiths made it very clear: moving operations to DWC is not optional—it is necessary. “There will come a point where we outgrow DXB,” he said. That point is expected to come around 2032, which is now the official target year to shift all operations to DWC.

But this won’t happen overnight. It will be a step-by-step process, also known as a phased migration. That means some flights and services will move to DWC early, and more will follow over time.

Phased Migration Already Underway

Even though 2032 is the final goal, some changes have already started. The terminal at DWC has already shown strong signs of growth. In the first half of the year, passenger numbers at DWC increased by 36.4% compared to the same period last year. Flight movements also went up by 23%, reaching a total of 28,800 flights.

This shows that more airlines are interested in using DWC, especially when they can’t find their preferred flight times at DXB. According to Griffiths, airlines are being given a choice. If they can’t get their ideal time slots at DXB, then they can operate out of DWC. This system gives airlines flexibility and prepares them for the eventual full shift.

What Makes DWC So Special?

The plans for DWC are very ambitious. Once finished, the airport will have five parallel runways, meaning it can handle multiple flights taking off and landing at the same time. This is much more than what most airports offer today.

It’s not just about size. The future DWC will also be built using the latest technology, designed for comfort, speed, and safety. It’s expected to serve as a major global hub, connecting people and goods from all over the world more smoothly than ever before.

Griffiths also mentioned that giving DXB some relief is important. As passenger numbers keep rising, spreading out the traffic between DXB and DWC will help maintain good service and prevent delays or crowding.

How Airlines Are Being Managed

Griffiths pointed out that there is no rush to push airlines out of DXB if there is still room there. Every six months, the airport reviews its slot availability (the scheduled time for a plane to land or take off). If an airline can’t get the slot it wants at DXB, then it’s given the option to operate at DWC instead.

This method is working well because airlines get time to plan. They can adjust their schedules slowly and get used to the idea of moving operations to a different airport.

Travel Demand Still Growing Strong

Even with concerns about the global economy, Dubai’s travel industry is booming. Griffiths shared that there has been no visible impact on the number of people flying due to global issues like trade tensions or rising costs.

In fact, passenger numbers are breaking records. In the first half of the year, an average of 254,000 travelers passed through DXB every single day. That’s more than the population of many small cities.

The strong performance of major travel markets is helping. Flights to and from India and Saudi Arabia continue to grow. Tourists are also flying in from new leisure destinations such as Cambodia, the Czech Republic, and Vietnam, which have all shown sharp increases in visitor numbers in the past six months.

Future Forecast: Numbers Keep Rising

Based on this strong growth, Dubai Airports has updated its travel forecast. For the year 2025, the previous estimate was 95.1 million passengers, but that number has now been increased to 96 million.

This kind of confidence comes from solid data. Airlines are upgrading to larger aircraft and adding more flights wherever they can get time slots. As a result, Griffiths is hopeful that the second half of the year will continue to show high travel numbers—unless something very unexpected happens.

What This Means for Travelers and Dubai

This big shift to DWC is about future planning. Dubai is making sure it doesn’t fall behind as global travel increases. Building the world’s biggest airport isn’t just a headline—it’s a way to prepare for millions of more travelers in the years to come.

For travelers, it means faster service, better facilities, and more flight options. For Dubai, it means staying at the top of the global aviation industry, bringing in more business, tourism, and economic growth.

Griffiths and his team at Dubai Airports are not waiting until the last minute. With a clear plan, regular airline discussions, and strong numbers already coming in at DWC, the shift is already in motion. By 2032, the skies over Dubai will look very different—with DWC leading the way into a bold new chapter of aviation.
