Dubai Police, DCCA Partner to Boost Parachute Safety and Air Response

In a significant step toward enhancing air safety and public protection, Dubai Police and the Dubai Civil Aviation Authority (DCCA) have signed a Memorandum of Understanding (MoU) to regulate parachute activities across Dubai. The agreement aims to strengthen coordination, improve incident response, and ensure that all parachuting operations meet the highest global safety standards.

The MoU aligns with the UAE’s national strategic priorities and reinforces Dubai’s broader public safety framework. It reflects a shared commitment to institutional cooperation, operational efficiency, and strict compliance with air safety regulations.

Senior Officials Formalise the Agreement

The agreement was signed by Brigadier Dr Mubarak Saeed Salem bin Nawas, Director of Lahbab Police Station, on behalf of Dubai Police, and His Excellency Ahmad Ali Belqaizi, Executive Director of the Aviation Safety and Environment Sector, representing DCCA.

The signing ceremony highlights the growing partnership between law enforcement and aviation authorities in safeguarding airspace activities and protecting residents and visitors.

Clear Roles to Enhance Operational Efficiency

Under the terms of the MoU, Dubai Police will take primary responsibility for responding immediately to emergency reports involving parachute incidents. Their duties include:

  • Conducting investigations
  • Collecting and documenting evidence
  • Registering cases in accordance with approved legal procedures

Dubai Police will also coordinate with relevant authorities to launch joint awareness campaigns and educational initiatives in collaboration with DCCA, ensuring that safety guidelines are widely understood and followed.

DCCA to Strengthen Regulatory Oversight

The DCCA will oversee the regulatory framework governing parachute activities. Its responsibilities include:

  • Developing and regularly updating parachute safety regulations
  • Monitoring compliance through inspections and audits
  • Issuing necessary licences and operational permits
  • Implementing specialised training and awareness programmes

As part of the agreement, DCCA will also provide targeted training to selected police personnel, equipping them with specialised knowledge to investigate parachute-related incidents effectively within designated activity zones.

Strengthening Dubai’s Air Safety Standards

The partnership represents a proactive approach to managing high-risk recreational and aviation activities. By clearly defining responsibilities and enhancing coordination, both entities aim to improve emergency response times, minimise risks, and uphold the highest standards of air safety across Dubai.

This strategic collaboration reinforces Dubai’s reputation as a global leader in safety, innovation, and regulatory excellence within the aviation sector.
