His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE, has issued Law No. (6) of 2026 on administrative violations, penalties, and measures in Dubai.
The new law provides a clear legal framework for government entities to manage violations of Dubai’s laws. It focuses on transparency, fairness, accountability, and legality while ensuring public rights are protected and public services continue smoothly.
The law classifies violations into minor, moderate, and serious, allowing authorities to select the appropriate penalty. It also defines administrative measures that can be applied, including:
Warnings to correct the violation
Temporary closure of an establishment (up to six months)
Permanent closure of an establishment
Cancellation or modification of licenses, permits, or approvals
Temporary or permanent suspension of projects, activities, or transactions linked to the violation
The law ensures fairness in enforcing penalties. Government entities must obtain approval from their Director General and coordinate with the Government of Dubai Media Office before publishing any violations.
The Chairman of The Executive Council of Dubai will issue decisions to implement the law, including publishing and announcement procedures. Any conflicting provisions in other laws are annulled.
Law No. (6) of 2026 is effective from its publication in the Official Gazette and aims to promote compliance, prevent misuse of authority, and enhance public safety.
