Dubai Future Foundation (DFF), in partnership with The Executive Council of Dubai, has started accepting applications for the new edition of the Dubai Future Experts Program (DEEP). This program is the first of its kind in the world, led by the government, and aims to create a group of experts who can predict and prepare for future changes in Dubai’s government sectors.
The initiative was launched under the guidance of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of the Board of Trustees of DFF. The goal of the program is to train Emirati professionals working in government and semi-government organizations, helping them develop skills in strategic foresight, policymaking, and innovation. With these abilities, they will be able to forecast future trends and create strategies that keep Dubai ahead of the curve.

Empowering Leaders with Future-Focused Skills
Abdulaziz Al Jaziri, Deputy CEO of DFF, highlighted the program’s importance, saying:
“The Dubai Future Experts Program gives Emirati leaders special skills to predict and prepare for future changes. It helps them develop smart strategies that can shape Dubai’s future. By including foresight in government planning, we are transforming the way governance works, making sure Dubai stays ahead on the global stage.”
The program takes participants through a structured learning process that combines theory with practical experience. It is divided into two levels, each offering a unique learning approach.
Level One: Certified Foresight Practitioner
The first level will run from May to June 2025. During this stage, participants will receive hands-on training in foresight techniques, including horizon scanning and creating future scenarios. The goal is to help them understand how to spot future opportunities and challenges.
Level Two: Certified Foresight Ambassador
The second level will take place from September to October 2025. This phase is more project-based. Participants will choose a key challenge or opportunity related to their sector or Dubai as a whole. They will then develop a detailed foresight project, providing practical recommendations and an action plan to tackle the issue.
What Participants Will Gain
The program offers a mix of expert-led workshops, case studies, and group discussions, giving participants real-world skills. Those who complete the program will receive an official certification in strategic foresight from DFF and The Executive Council of Dubai. They will also become part of a global foresight network, allowing them to exchange ideas with other experts worldwide. Additionally, they will have the opportunity to take part in special DFF events and training sessions.
