Dubai will soon start receiving clean energy from Hatta, thanks to a new hydroelectric power plant developed by the Dubai Electricity and Water Authority (DEWA). HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, announced that the plant will begin gradually exporting electricity to Dubai in April 2025. The testing phase for the project already started in January 2025 to ensure everything runs smoothly.
Al Tayer made this announcement during a visit to inspect the progress of the hydroelectric plant, which is the first of its kind in the Gulf region. The project is now 96.82% complete. It works by using water stored in the Hatta Dam and a new upper dam built in the mountains to generate electricity. The plant will have a production capacity of 250 megawatts (MW) and can store up to 1,500 megawatt-hours of energy. The project is designed to last for up to 80 years and has received an investment of AED 1.421 billion.

According to Al Tayer, this project aligns with the vision of HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. It supports Dubai’s goal of achieving sustainable and clean energy for the future. The plant is part of Dubai’s Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy 2050, which aim to produce 100% of the city’s electricity from clean sources by 2050.
The hydroelectric plant in Hatta is one of many projects DEWA is working on to provide clean energy in Dubai. Other efforts include solar power technologies like photovoltaic panels, concentrated solar power, and green hydrogen production.
During the visit, Al Tayer was joined by several senior officials from DEWA, including Nasser Lootah, Executive Vice President of Generation, and Hussain Lootah, Executive Vice President of Transmission Power. Also present were Mansoor Alsuwaidi, Vice President of Projects & Engineering in the Generation Division, and Khalifa Al Badwawi, the project manager, along with the project team.
During his visit, Al Tayer was given a full update on the latest construction progress. The installation of the power generators has been completed, and preparations are now being made for a trial run in the first quarter of 2025. He also inspected the newly built upper dam, which has a 72-meter-high main wall and a 37-meter-high side dam. This dam has already been filled with water in preparation for the trial operation.
The hydroelectric plant is designed to store energy efficiently, with a turnaround efficiency of 78.9%. It uses water stored in the upper dam to generate power. When energy is needed, the water flows through a 1.2-kilometer underground tunnel, turning turbines that convert the water’s movement into electricity. This power can be supplied to DEWA’s grid within just 90 seconds. When there is extra electricity available from the Mohammed bin Rashid Al Maktoum Solar Park, that power is used to pump water back to the upper dam, storing energy for later use.
This project marks a major milestone in Dubai’s transition to clean energy and highlights DEWA’s commitment to using innovative technology for a sustainable future. The hydroelectric plant in Hatta will not only support Dubai’s energy needs but also contribute to a greener and more sustainable environment.
