Donald Trump’s recent cabinet picks reveal a decisive turn in his administration’s approach toward China, setting the stage for what some are calling an “existential battle.” Trump’s selection of high-profile China hawks, Senator Marco Rubio and Congressman Mike Waltz, signals a robust, more confrontational stance toward Beijing. Both Rubio, potentially Trump’s Secretary of State, and Waltz, named National Security Advisor, are vocal about countering what they see as the expansive global ambitions of the Chinese Communist Party. While Trump has emphasized his relationship with Chinese President Xi Jinping and prides himself on his negotiation skills, these appointments point to a marked shift from recent US-China diplomacy.

Rubio, known for his firm stance on China, argues that the Chinese government doesn’t merely aim to strengthen its own global influence but seeks to reshape world order to align with its ideology. Waltz echoes this sentiment, and both appointees stand apart from the Biden administration’s approach of diplomatic engagement and competition. In recent months, Biden’s Secretary of State, Antony Blinken, has prioritized open communication with Beijing to prevent accidental conflict escalation. However, the Trump administration’s new tone suggests a pivot back to hardline policies.
Experts believe this change will reinforce Beijing’s perspective that Washington is deeply hostile toward the Chinese Communist Party’s survival. Robert Daly, Director of the Wilson Center’s Kissinger Institute on China, notes that China’s leadership is likely to see Rubio and Waltz’s appointments as evidence of an aggressive US strategy. Trump’s stance may even lead Chinese officials to intensify their own countermeasures against perceived US intentions.
The ideological influence of Rubio and Waltz reflects more than just hawkish positions on China; it points to a broader, traditionalist view on America’s role in the world. Both appointees advocate for strong US engagement in global matters and stand as prominent allies of Israel. Trump’s nomination for US ambassador to Israel, former Governor Mike Huckabee, adds another layer of support for conservative internationalism within the cabinet. Rubio, the son of Cuban immigrants, is also known for his vocal criticism of leftist regimes in Latin America and has worked across party lines in the Senate to support US global development initiatives and public health funding.
According to foreign policy analyst Matthew Waxman, Rubio’s selection might be the “best pick” for conservative internationalists who value assertive American leadership abroad. Waxman sees Rubio as a rare figure in the Republican Party who can champion conservative internationalism while avoiding the isolationist wing that favors a more limited US presence. Rubio’s choice as Secretary of State could unite this faction, though it may displease Republicans who label him as overly hawkish.
Trump’s preference for dealmaking will play a significant role in shaping his approach, especially on unresolved issues from the previous administration. For instance, Rubio has signaled openness to a negotiated solution for the conflict in Ukraine, suggesting a potential pivot if Trump sees an opportunity to broker a resolution. Trump’s penchant for brokering “better deals” could steer him toward negotiating an end to the Gaza conflict or securing Saudi Arabia’s diplomatic recognition of Israel, two achievements that eluded Biden.
Interestingly, Trump’s desire to outperform his predecessors may influence his approach to Iran. Despite his past rejection of Obama’s nuclear deal with Iran, Trump has hinted at the possibility of fresh negotiations, eyeing an arrangement that would solidify his legacy as a skilled dealmaker.
Allison McManus of the Center for American Progress points out that Trump’s focus on making strategic deals — particularly those seen as historic wins — could override ideological disagreements within his administration. She suggests that Trump’s goal of “one-upping” his predecessors is likely to shape his policy on Iran and other regional issues.
As the Trump administration lays the groundwork for its second term, the mix of assertive foreign policy positions, traditional alliances, and Trump’s deal-centric approach will be crucial in determining the direction of US-China relations and America’s role on the global stage.
