Shocking Philadelphia Shooting: Woman Opens Fire on Infant Over $100 Drug Debt
Philadelphia police are grappling with a disturbing incident involving a 28-year-old woman, Dominique Billips, who has been arrested after a video surfaced showing her shooting a seven-month-old baby. The video, which has shocked the community, depicts Billips aiming a gun at the baby and her parents, while yelling profanities.

According to reports, the horrifying act was reportedly triggered by a petty dispute over a $100 drug debt. Billips was seen on camera approaching the family and opening fire, screaming, “Fu** your baby, bit**!” The baby cried out in pain, prompting the mother to scream in terror, “My baby!”
Lt. Dennis Rosenbaum expressed his shock at the incident, stating at a press conference, “Sometimes the things we see are mind-boggling.” Rosenbaum questioned the rationale behind targeting a family with a stroller, calling the attack “very disturbing.”
The infant, who was struck in the leg, was rushed to the hospital by a Good Samaritan after the parents fled the scene due to their own legal issues. Fortunately, the baby is now reported to be in stable condition, as confirmed by Philadelphia Police Chief Inspector Scott Small.
Rosenbaum mentioned that the primary target of the shooting was likely the baby’s father, with the child and mother inadvertently caught in the crossfire. “You see in that video, she really points the gun at the mother of the baby, who’s also a juvenile, and fires. Luckily, she missed,” Rosenbaum noted.
Billips was apprehended without incident and faces charges including aggravated assault and firearm offenses. The incident has left a lasting impact on the community, with Rosenbaum acknowledging the enduring trauma: “A 7-month-old baby isn’t going to remember that, but it’s always going to be out there. That story’s always going to be out there.”
